The government has just gotten conformation on a project they have been planning for several years, involving genetic testing on children and young teens. The testing will take DNA from the primal stages of life and mix them with our own, transforming us into the animals that best fit our personalities. You may or may not fully transform, depending on how well the serum works. The test subjects will be called Translings, because they have been newly transformed, and will be trained to fight in solder fashion. This is the main purpose of the project. to create new and better solders to fight in place of humans in the war that they expect within the next few years.
The government has tracked certain people over the past two years and have a history and background on each of the one's picked to be tested on. The gov's will be there to take these people into custody, or more like kidnap them. No one is safe from this fate. You do not know who they are after, who they are going to take next. The city doesn't even know this is going on, and most people are unaware of the goings on around them.
