Is there some sort of plot? - The city is called South Bay. Many ports, warehouses and businesses are in it's boundaries. From the outside South Bay is a rich prosperous city but it has a dark side. Be wary people are desperate, some will do anything to get a hit of a drug. They aren't what they seem, the tall handsome man might be checking you over to see how much he might get for you in the slave trade, that stunning woman in the corner might be after your blood. Or they might just be normal people.
