Is there some sort of plot? If so, what is it? - The early years are known by old style cars, the radios that are used for evening entertainment, and lack of television screens. Boxing, baseball, cinemas, and innocent gambling are the highlights of Kendrick City's civilization.
That is, to the naked eye. Kendrick City is still a city, so as expected illegal activities are still upheld behind the silver sheet. Gangs, black markets, and mafias are all part of this city. Every rose has it's thorn, this one just happens to be hidden by most civilians. Although some civilians have caught on to the where-abouts of their city, others have not. Foriegners especially do not see what some know of this city.
You are in the time of the roaring twenties. Times aren't great, but at the same time they're perfect. The times are corrupted, but also bitter innocent. The city is all in your perspective. There are mafia's, gangs, petty theifs, hookers, pimps, police, and innocent civilians. Remember, the city is all in your perspective.
